COE OpenWater Award Platform FAQs
When are the deadlines?
COE application materials are due within six months of a district’s fiscal year-end. The chart below displays application and extension deadlines.

The deadline allows reviewers sufficient time to assess and respond to submissions. Once the submission process is closed, applicants must apply when the next award period commences. If you encounter difficulties meeting the respective extension deadline, please contact [email protected].
How will COE applicants and reviewers benefit from the new platform?
Benefits include:
- Single repository using ABSO International login credentials to complete, store, and view application status
- Faster confirmations of receipts and time-saving notifications
- Ability to upload and download documents
How is a COE account created and the application submitted?
OpenWater uses the same login credentials (Username and Password) you use to access your ASBO account. The login link for the application will be posted on the COE online page. Once logged in, click Certificate of Excellence COE (2025) and complete your form. Before you submit your form, you will be asked to select:
- COE application; or
- COE Extension Request (If your district is unable to meet the submission deadline.)
You can save your entries and return to your application as often as needed until it’s completed. After entering and uploading all the required supporting documentation, you will be directed to a page where you can pay online or via check. Regardless of the payment option chosen, an automatic invoice is created and emailed to the contact person listed on the application. Invoices and payment receipts can be accessed 24/7.
What if I am not a member of ASBO International? Can my district still apply?
You do not have to be a member to apply; however, you need an ASBO International account to help identify your district. You will be directed to create an account or provide the account details for your district’s contact person. Once those details are entered, you will be redirected to the COE online application.
If you are interested in applying as an ASBO International member or district member and are uncertain about your current membership status or member number, please contact [email protected] for assistance. While membership is not required to apply, confirming your status ensures you receive applicable discounts and gain access to valuable member resources.
What if I forgot my ASBO International Username and Password?
Select the “Forgot My Username” or “Forgot My Password” link. If you are still having issues, please contact [email protected] or 866.682.2729 x7080. Please DO NOT create a new account login, as this may further delay accessibility to your profile.
When should I contact ASBO International for additional login assistance?
Please contact [email protected] or 866.682.2729 x7080 if:
- You cannot access your account AND you are a member, have been a member in the past, have attended an ASBO International event or purchased an online course, or have access to the Global School Business Network through your state/province affiliate.
- Your school district or employer has changed.
- Your email address has changed.
Please DO NOT create a new account login, as this may further delay accessibility to your OpenWater profile.
How does the process work for extensions? Is there a fee?
Log into the portal (enter your Username and Password) and general contact and district information on the form. The extension request is under the “Program,” drop-down menu section that allows you to choose COE application or the extension form. Once submitted, you will be emailed a zero-payment due message, and a reminder submission deadline. There are no charges for extension requests.
Note: Extension applications are converted to regular applications approximately 6 weeks after their submissions, and this process automatically generates an invoice which is emailed to the district. However, districts still have until the extension deadline to submit their completed application.
Can I contact my reviewer(s)?
Due to possible conflicts of interest that may arise, ASBO maintains separation and confidentiality between its COE applicants and reviewers.
Did the COE application requirements or fees increase?
There are no changes to the requirements or the fees.
Can I pay for my application online?
Yes, the payment section is at the end of your online COE application.
Can I pay via check?
Yes, choose check payment at the end of your application. You will receive an invoice from ASBO within 24 business hours.
Where can I get a copy of my invoice?
To access your invoice or make a payment:
- Login using your ASBO International Username and Password.
- Go to the left menu and click on “Invoices,” then on the right side of your screen, select “View” to access your invoice, or hit “Pay” on the new window that opens to pay.
Will I be able to access my documents and certificate?
Award recipients are notified of their status and will receive their award documents via email.
Can more than one person have access to the district’s account?
No, only the assigned person can access the account details. Contact [email protected] if your school district has assigned a new contact.
